Roberta Valentini is a partner in CARNELUTTI Law Firm. She is a member of the firm’s administrative law department. Her specialist areas focus on building and town planning, telecoms, antitrust, regulations, commercial licensing/authorizations, as well as contracts for public works/services, utility contracts and agreements with government entities, her workload comprising both contentious and non-contentious matters.
Roberta has an impressive track-record in matters related to telecommunications, public tenders, land use and environment impact and extensive litigation experience.
Prior to joining the firm, she worked at top Italian law firms, alongside Francesco Francica. Roberta graduated in 2004 from the University of Insubria under the tutelage of Professor Marco Sica (who subsequently invited her to join his law firm in Milan) and was admitted to the Italian Bar Association in 2009.
She is a native Italian speaker and she is fluent in English.

  • Advising a leading group in the healthcare industry on obtaining accreditation and executing agreements to operate within the National Health Service.
  • Advising a major pharmaceutical group operating worldwide on setting up a start-up company distributing pharmaceuticals (classes A and C) in Italy
  • Assisting several state health agencies and public hospitals in relation to the execution of contracts for the supply of medicines, medical devices and diagnostic medical equipment, including court litigation.
  • Assisting several state health agencies and public and private health and social care facilities in legal proceedings instituted before regional administrative courts or civil courts to recover sums owed by Regions and local authorities as consideration for the health or social care services supplied.
  • Advising local and national building companies on the awarding of public works contracts. Advising local authorities on carrying out public tender procedures and drafting calls for tender and specifications for public works, services and supplies, including in the natural gas, integrated water services and local public transport sectors.
  • Assisting clients in legal proceedings before Regional Administrative Courts against exclusion measures issued during public tender procedures.
  • Advising major Italian groups on the acquisition and subsequent development of residential, commercial and service areas, including the drawing up of lotting agreements (the subdivision of a public/procurement contract).
  • Advising several local authorities on drawing up and implementing general and variance planning instruments.
  • Assisting clients in legal proceedings instituted before Regional Administrative Courts against measures refusing building licenses and measures relating to compulsory purchase, remediation and safety.

Our Administrative Law Team was awarded the Legalcommunity Litigation Awards 2020  “Best Administrative Law Firm of the Year in the TLC sector”. The award was received by Francesco Francica and Roberta Valentini during the ceremony organised on October 1, 2020. Reasons for the award: "Clients value them for their ability to be “very close to corporate thinking”. In 2019 they assisted a leading English company in the telecommunications sector, in a significant administrative dispute."
